* plugin-runner.xml: Changed short option for "--global-env" to "-G",
                     changed short option for "--env-for" to "-E".
                     added new options "--enable" ("-e") and
                     "--config-file".
  (ENVIRONMENT): Added text.
  (FILES): Changed id to "files".  Improved wording and add more text.
