Fix warnings from -Wimplicit-fallthrough

* plugin-runner.c (main/parse_opt): Add __builtin_unreachable() after
                                    calls to argp_state_help().
* plugins.d/askpass-fifo.c (error_plus): Add __builtin_unreachable()
                                         after calls to error().
