Remove debconf note.  Also remove translations support, since only
debconf used it.

* debian/mandos-client.templates: Removed.
* debian/mandos.templates: - '' -
* debian/po/POTFILES.in: - '' -
* debian/po/sv.po: - '' -
* debian/rules (clean): Removed "debconf-updatepo".
  (binary-common): Removed "dh_installdebconf".
