* Makefile (mandos.8): Add dependency on "overview.xml" and
                       "legalnotice.xml".
  (mandos-keygen.8): New target.
  (mandos-conf.5): Added dependency on "legalnotice.xml".

* mandos-options.xml (priority): Make wording server/client neutral.
