mandos-ctl: Update testing code

* mandos-ctl: Update testing code.  Also get logger using basename
  instead of full command.
  (TestSetSecretCmd): Change to be idempotent.
  (should_only_run_tests): Replaced with "parse_test_args".
  (parse_test_args): New.
