mandos-ctl: Correct and add some comments

* mandos-ctl: Correct program description in file header comment.
  (dbussy_adapter.SystemBus.call_method): Correct comment about DBussy
  return values.
  (dbussy_adapter.SystemBus.type_filter): Add comment about the
