Remove non-project-specific pattern from .bzrignore

Only project-specific patterns should be in the .bzrignore file.
Other generic patterns should be in the ~/.config/breezy/ignore and
~/.bazaar/ignore files.

* .bzrignore (.tramp_history): Remove.
