mandos-ctl: Add support for D-Bus module "pydbus"

* mandos-ctl: Try to import pydbus and gi modules.
  (main): Use pydbus if available, fall back to dbus-python.
  (pydbus_adapter): New.

The Mandos server is useless without at least one configured client in
