mandos-ctl: Eliminate unnecessary D-Bus call

* mandos-ctl (command.Base.run): Don't set self.mandos.
  (command.Remove): Implement .run() instead of .run_on_one_client()
                    to avoid the command.Base.run() unnecessarily
                    connecting to a client object.
