mandos-ctl: Improve tests

* mandos-ctl (TestIsEnabledCmd.test_is_enabled_run_exits_successfully,
  TestIsEnabledCmd.test_is_enabled_run_exits_with_failure): Call
  run(), not run_on_one_client().
