mandos-ctl: Add test for IsEnabledCmd class

* mandos-ctl (TestCmd.setUp.MockClient.Set,
              TestCmd.setUp.MockClient.Get): Fix bugs.
  (TestCmd.setUp.MockClient.__setitem__): New.
  (TestIsEnabledCmd): New.
