Fix minor deprecated syntax issue in debian/control

The << syntax should be preferred to the deprecated < notation.

* debian/control (Source: mandos/Build-Depends): Change from having
  "systemd (< 256~rc2-1)" to "systemd (<< 256~rc2-1)".
