Use the systemd sysusers.d mechanism, if present

* Makefile (SYSUSERS): New.
  (install-server): Also install sysusers.d file, if $(SYSUSERS)
                    exists.
* debian/mandos.dirs (usr/lib/sysusers.d): New.
* sysusers.d-mandos.conf: New.
