Makefile: "pkg-config" is now overrideable by PKG_CONFIG

* Makefile (PKG_CONFIG): New.
  (SYSTEMD, TMPFILES): Use $(PKG_CONFIG) instead of "pkg-config".
  (GNUTLS_CFLAGS, GNUTLS_LIBS, AVAHI_CFLAGS, AVAHI_LIBS): - '' -
