mandos-ctl: Refactor tests

* mandos-ctl (TestBaseCommands.test_DumpJSON_normal): Don't run the
  .output method on command; instead, use capture_stdout_to_buffer().
  (TestBaseCommands.test_DumpJSON_one_client): - '' -
