mandos-ctl: Bug fix: Make --dump-json/-j work again.

* mandos-ctl (DumpJSONCmd.output): Don't do .values() on "clients".
  (TestDumpJSONCmd.test_normal, TestDumpJSONCmd.test_one_client): Call
  .values on clients dict before passing to output() method.
