Linking flags correction

* Makefile (CFLAGS): Remove "$(GNUTLS_CFLAGS) $(AVAHI_CFLAGS)
                     $(GPGME_CFLAGS)", since these libraries are not
                     used by all programs.
  (plugins.d/mandos-client): Add "$(GNUTLS_CFLAGS) $(AVAHI_CFLAGS)
                             $(GPGME_CFLAGS)".
