mandos-client: Fix bug with GPGME 1.5.0.

* initramfs-tools-hook: If GPGME is 1.5.0 or later, copy "gpgconfig"
                        to RAM file system and do what GPGME does:
                        run "gpgconfig" to find GnuPG binary.
